As the single prime contractor, Northern Tier Contracting, Inc., working closely with the architects at Brooks Washburn, Staff of New York Power Authority and Construction Management at Bernier, Carr and Associates to construct from the ground up, a new Public Pavilion and a separate Service Building with bathrooms and catering facilities. NTC work included excavation of site, concrete foundation and slab, all exterior and interior framing, all exterior and interior finishes, parking lots, sidewalks and landscaping.  NTC managed 15 separate subcontractors to complete this project.
